Terms of Service
Last updated: September 13, 2026
These Terms apply to your use of PAPPAIA, a free public preview from Wellesley Cove Group (“we,” “us”). By creating an account or using PAPPAIA, you agree to these Terms and our Privacy Policy.
1. About PAPPAIA
PAPPAIA (Public Assistance Policy & Program AI Advisor, formerly PAPAIA) is an AI tool for researching FEMA Public Assistance policy. It is independent and is not affiliated with, endorsed by or approved by FEMA or any government agency.
2. Free public preview
PAPPAIA is free and provided as is. We may change, limit, suspend or stop PAPPAIA, or your access to it, at any time and for any reason, without notice.
3. Using PAPPAIA
You must be 18 or older, and you are responsible for your account and for what you do on PAPPAIA. Don’t misuse PAPPAIA: for example, don’t use it unlawfully, scrape or overload it, get around its limits or security, or use it to build a competing product.
4. Your content
Your content is what you submit to PAPPAIA, such as questions, chats and uploaded files, and the answers PAPPAIA generates for you. You are responsible for your content and must have the right to submit it. You may use the answers you receive.
You give Wellesley Cove Group a worldwide, non-exclusive, royalty-free, perpetual, irrevocable, transferable and sublicensable license to use, copy, modify, create derivative works from, distribute, publish and display your content for any purpose, including to operate and improve our services and to train AI models. You can opt out of AI training going forward in your profile. Opt-outs can take up to 30 days to take effect.
Don’t submit confidential, sensitive or personal information.
5. AI answers can be wrong
Answers may be wrong, incomplete or out of date, and they are not legal, financial or other professional advice. Check anything important against official sources. FEMA and the Recipient make eligibility and funding decisions, not PAPPAIA.
6. Our property
PAPPAIA, including its software and design, belongs to us or our licensors. U.S. Government works, such as FEMA publications, are not ours.
7. No warranties
PAPPAIA AND ITS ANSWERS ARE PROVIDED “AS IS” AND “AS AVAILABLE,” WITHOUT WARRANTIES OF ANY KIND. To the fullest extent allowed by law, we disclaim all warranties, express or implied, including merchantability, fitness for a particular purpose, non-infringement and accuracy. We don’t promise that PAPPAIA will be available, error-free or secure, or that your content will be kept.
8. Limitation of liability
TO THE FULLEST EXTENT ALLOWED BY LAW, WELLESLEY COVE GROUP AND ITS OWNERS, EMPLOYEES, AFFILIATES AND PROVIDERS ARE NOT LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL OR PUNITIVE DAMAGES, OR FOR LOST PROFITS, DATA OR FUNDING, OR LOSSES FROM RELYING ON AN ANSWER, AND OUR TOTAL LIABILITY FOR ANY CLAIM RELATING TO PAPPAIA IS LIMITED TO US$100.
9. Changes
We may update these Terms at any time by posting a new version here. If you keep using PAPPAIA after an update, you accept it. We may also ask you to accept updated Terms before you continue.
10. General
These Terms are governed by the laws of the state where Wellesley Cove Group has its principal place of business, and disputes go to the state or federal courts there. We may assign these Terms. Sections 3 through 10 continue after you stop using PAPPAIA. If any part of these Terms is unenforceable, the rest still applies. These Terms and our Privacy Policy are the entire agreement between you and us about PAPPAIA.
