The corpus

The PA document library

59 documents and more than 2,000 pages of FEMA and federal source material — every one named on this page, and all of them searchable in the public preview. Both PAPPG editions and both editions of 2 CFR Part 200 are included, so a chat with a declaration date is answered from the edition in force on that date. Nothing is retrieved from the open web.

Core PA corpus — 39 documents

These documents cover the Public Assistance program directly: the Stafford Act, 44 CFR Part 206, PAPPG v5.0 Amended, and FEMA's PA recovery policies, fact sheets and job aids. A document is here because it bears on PA eligibility, cost, procedure or appeal rights.

Supporting references — 20 documents

These are not PA authorities; they are listed separately to keep that distinction clear. They govern adjacent programs — Hazard Mitigation Assistance, mitigation planning, flood risk mapping, CDBG-DR, radiological preparedness — and they are here because PA work runs into them.

How the corpus is used

Which edition answers your question

The library holds both PAPPG editions and both editions of 2 CFR Part 200. v5.0 Amended governs incidents declared on or after January 6, 2025; Version 4 governs June 1, 2020 through January 5, 2025. Set the declaration date in a chat and answers are drawn from the edition in force on that date; with no date, current policy is used, and guidance published after your event date is flagged in the sources.

One corpus, no open web

Answers are drawn from the documents on this page and anything you attach to a chat. There is no web search and no retrieval from outside the index. Answers are grounded in cited policy sources and include exact references for independent verification.

Citations point to a section or page

The PAPPG and CFR are indexed along their own section structure. A citation names the document and the section or page it points to — enough to find the passage in your own copy.

The original file opens

Cited documents link to the library's copy. Open it and read the passage in context.

The regulation is pulled in, not paraphrased

The PAPPG restates the CFR constantly. When a cited passage points to a CFR section that is in the library, PAPPAIA retrieves that section's text and adds it as its own numbered source, so the regulation sits on the page next to the guide's summary of it.

The corpus is fixed and published

This page lists the whole library. It changes only when a document is added, not between questions. Your chats and attachments do not change it.

What is not in here

FEMA and federal source material only. No state or Recipient-specific policy, no FEMA internal standard operating procedures, no appeal decision database, no case law, and no consultant work product. If your question turns on one of those, no source in this corpus can answer it.
